Under the scheme, R&D in Industry shall be encouraged and supported; and support shall be provided for creation of Common Research Facilities for Small and Micro Industries. The specific objectives of the scheme shall be as under :

The propsed PRISM (Promoting Innovations in Individuals, Start-ups and MSMEs) scheme aims at to support individual innovators which will enable to achieve the agenda of inclusive developement - one of the thrust area of XIIth five year plan, while support to incubatees/MSME units will lead to development of state-of-art new technologies and support to start-up ventures will enable creation of knowledge based enterprises.

  1. How to get a password/login ?

  2. Not able to upload files.
    You could face this problem due to any of the following reasons:
    • Kindly remember that the file size should not be more than 5 MB and file format must be in PDF
    • File name cannot contain special characters like!@#$ %^&*()
    • File name cannot be more than 50 characters
    • May be you are using different browser which is not compatible for this application, if you are using Google chrome instead of this browser please use Internet Explorer (7.0 & 8.0) and Mozilla Firefox (4.0 & above)
    • If you are attempting all these criteria and still face the same problem . Then please provide us the files with step numbers that you want to upload with login credential (user id and password) on , so that we can try it at our end and quickly resolve this issue.

  3. For unlocking of an application.
    • Unlock application after submission of Part-A.
       Send your login credentials (user name and password) with your recognition/registration number on and mention the reason why you want to unlock your application.
    • Unlock Part-B of an application.
       • Click on “Edit” link under Action Item.
       • Then click “Ok” button to unlock Part-B of an application.

  4. How to check application Status?
    The status of the application will visible on the site on regular basis under application status.

  5. How I get new recognition for an organization?
    For new recognition for R&D units,
       • Use Mozilla Firefox (5.0 & above) or Internet Explorer (7.0 & 8.0) to browse this application
       • Type URL www.dsir.gov.in
       • On this page you find the hyperlink "Click here for online submission" click on this link
       • There you found “NEW REGISTRATION” link, on which you have to click for registration form. Through this you can fill your online application and submit it.
  6. How to submit online renewal application (In-House R& D, SIRO, PFRI & Fiscal Incentives-u/s 35(2AB)?
    The procedure for submitting online renewal applications of (In-House R& D, SIRO, PFRI & Fiscal Incentives-u/s 35(2AB) is that, you have to use your login credentials that were issued to you by DSIR. Below are the following steps which you have to follow for online renewal application:
    1. Use Mozilla Firefox (5.0 & above) or Internet Explorer (7.0 & 8.0) to browse this application
    2. Type URL http://www.dsir.gov.in/
    3. After entering above URL, then click on hyperlink "Click here for online submission"
    4. Then you will get the login page where you have to enter your login credentials (user id and password) then click on submit button
    5. After submission of your login credentials, the online renewal application form will come, that you have to fill and submit online
    6. After final submission you will get the system generated acknowledgement (PDF) of which you have to take printout and get it signed by director and send it to Delhi DSIR office

  7. Want to submit 35 (2AB) forms but not able to submit it?
    You could face this problem due to any of the following reasons:
       • May be your online renewal application is under beck end process
       • If it is at beck end process then you have to wait until it over
       • When you received renewal certificate of online submission then only you are applicable to apply 35(i)(ii) form online.
       • This link is available for you on DSIR portal only.

  8. How do I change organization name, address & other details?
    Procedure to change organization address :
    You can change the address by sending following on :
       • Duly completed Change of address form signed by the authorized signatories as per the mode of operation with the rubber stamp of the company
       • Proof of address of the organization (Document registered with ROC, acknowledged copy of Leave & License agreement/ Copy of Agreement for purchase of premises / Copy of Landline telephone bill not more than 2 months old (not WLL or Mobile Bill) / Electricity Bill (not more than 2 months old)
       • Login credentials (User Name and Password), Organization Name and Recognition/Registration number.

Promoting Innovations in Individuals, Start-ups and MSMEs (PRISM)

PRISM (Promoting Innovations in Individuals, Start-ups and MSMEs) scheme aims at to support individual innovators which will enable to achieve the agenda of inclusive development - one of the thrust areas of XIIth five year plan (2012-2017). It would also provide support to institutions or organizations set up as Autonomous Organization under a specific statute or as a society registered under the Societies Registration Act, 1860 or Indian Trusts Act, 1882 leading to development of state-of-art new technology solutions aimed at helping MSME clusters. 

Who can apply
Any Indian citizen having innovative idea and wish to translate their idea into working prototypes/models/processes; public funded institutions or organizations viz. Autonomous Organizations or Society registered under the Societies Registration Act, 1860 or Indian Trusts Act, 1882 engaged in promotion of innovation. 

Thrust Areas 
The proposals shall preferably be considered in the following focus sectors: Green technology, Clean energy, Industrially utilizable smart materials, Waste to Wealth, Affordable Healthcare, Water & Sewage Management and any other technology or knowledge intensive area.
GUIDELINES
The Department of Scientific & IndustrialResearch (DSIR) through the PACE schemefacilitates early stage technology/IP acquisition by industries tomanufacture “Made in India”products and strengthens the interface between industry, R&D establishments and academicinstitutions by providing catalytic support for development and demonstration of innovativeproduct and process technologies,traversing the journey from proof of concept or laboratorystage to pilot stage, ready to be launchedfor commercialization. The scheme assists indevelopment of new technology or the creative/innovative application of the existing technologies to solve problems and to support ingenious and elegant work that matters to the world at large--not just to peers in a particular field or industry.

1. OBJECTIVES OF THE SCHEME
  1. To support Indian industries to acquire patented technology at an early stage from within the country or overseas on an exclusive as well as non-exclusive basis, add value to the acquired technology for exploitation in Indian/foreign markets and develop “Made in India” innovative and sociallyrelevant products for public consumption in India and abroad;
  2. To encourage and accelerate development and demonstration of indigenous product / process technologies by in-house R&D centres of the industry for commercialization;
  3. To create enabling environment for collaborative research between Indian Industry and R&D organizations/ academic institutions/ universities in India or abroadand formulate collaborative projects for development and demonstration of lab scale technologies aimed at commercialization ofnew products and processes;
  4. To develop a dynamic database on existing expertise and IPs available in the R&D organizations/ academic institutions/ universities in India or abroad to facilitate PPP and tie-ups with Indian industry for collaborative projects.


2. SCOPE OF SCHEME
  1. The scheme has two elements, viz.

    (a) Technology Acquisition and

    (b) Development and Demonstration of Technology.


    The scheme shall consider proposals for:


    Technology acquisition i.e.


    (a) alone only when technology is being licensed on a non-exclusive basis to a number of industries.
    In case of technology acquisition exclusively by any one industry, the scheme shall not support just technology acquisition but a complete project, starting with technology acquisition and carrying on value addition prior to commercialization of project output, i.e. for (a) + (b) but not for (a) alone.

  2. Development and Demonstration of Technology i.e.


    (b) alone when industry may want to develop and demonstrate the technology (either acquired technology or its own indigenous in-house technology) alone or incollaboration withR&D organization/ academic institution/ university in India or abroad.


  3. The scheme shall cover proposals in any industrial sector leading to industrially useful applications.
  4. The scheme would also develop a dynamic database on existing expertise and IPs available in R&D organizations/ academic institutions/ universities in India or abroad for facilitating tie ups with industry.


3. METHODOLOGY
  1. Organizing seminars and workshops involving technology seeks as well as providers, besides other stakeholders to identify technologies to be acquired and the prospective industries desirous of acquiring those technologies. It is proposed to acquire technologies for which patents have been filed in PCT or which have been patented in any one of USPTO, EPO, Japan, Australia, Korea, China or India. It is further proposed to cover the life sciences and the manufacturing sectors and adopt a cluster based approach for technology transfer/acquisition.
  2. Evaluation of the technologies identified for acquisition is proposed to be carried out by an expert committee comprising of eminent technology valuers as well as specialized agencies in the area. The evaluated technologies would then be acquired by NRDC, a PSU of DSIR after negotiation with technology provider. The acquired technology would be transferred to two or more industries on a non-exclusive basis for a reasonable lump-sum value or the acquired technology could be transferred to a specific industry on an exclusive basis by extending 50% of the value of technology as loan.
  3. Support (loan generally up to 50% of the project value) shall be provided to industry for technology development and demonstration, i.e. adding value to the acquired technology or their indigenous technology and develop Made in India products. While it will be mandatory for industry acquiring technology on exclusive basis to go for technology development and demonstration, it will be optional for industries acquiring technologies on non-exclusive basis. Industries could involve public funded research institutions (PFRIs) for technology development and demonstration. Support to Indian PFRIs shall be grants-in-aid.
Access to Knowledge for Technology Development and Dissemination (A2K+)
The scheme “Access to Knowledge for Technology Development and Dissemination (A2K+)” has been evolved on the premises that access to knowledge is one of the most desirable inputs for any entrepreneur, innovator conceptualizing a business model to establish or run a company for wealth creation through innovative R&D interventions. The program components, mechanism for operation and scope of A2K+ scheme are as follows:

Technology Development and Utilization Programme for Women (TDUPW)
  • Encouraging women in adopting new technologies, design and development of products, processes, etc. beneficial for women to meet their specific needs and to enhance their technological capability.
    Eligibility: The organizations in the Government, non-Government sectors and professional bodies working on areas related to development of technologies for women with adequate experience in the field are eligible for financial assistance.
    Mechanism for operations: The proposals received from the organizations in the Government, non-Government sectors and professional bodies will be reviewed and recommend by the Technical Advisory Committee (TAC) for support.
